Hon’ble Chief Minister of Kerala Shri P. Vijayan inaugurated the two days (23-24th Jan 2020) National Conference on “Policies and Strategies for Flood Management: Kerala Scenario “ under National Hydrology Project at Thiruvananthapuram organized by Water Resources Department, Government of Kerala. This conference focused on water management under extreme climate variations. The deliberations will help formulate integrated plans, policies and strategies towards improved water security and flood management.

Dr. K. J. Anandha Kumar, while representing the NHP in the workshop on “Natural Resource Accounting on Water Sector" at the International Centre for Environment Audit & Sustainable Development, Jaipur, delivered a lecture on National Hydrology Project on 17.1.2020. The event was attended by 10 Additional Secretary level officers including DG, Office of CAG.

The TAMC team participated in one day workshop on “Flood Plain Zoning” held on 17th January 2020 at Lucknow. The main objectives of the workshop were to i) deliberate on the broad concept of the flood plain zoning, central to flood plain management and river conservation ii) give emphasis on the need for flood plain zoning to regulate the land use in order to mitigate the damage potential iii) discuss on the necessary institutional framework and regulatory model, legislation in flood plain zoning and iv) brainstorm on ways and means of implementation of flood plain zoning etc. On behalf of NHP Dr K. Sravan Kumar presented on “Flood Plain Zoning Why & How” and Dr. Ashoke Basistha presented “Challenges in Capturing River Topographical Data for Flood Mitigation”.

An Independent Evaluation Group (IEG) from the World Bank has visited Ground Water Department, Telangana for carrying out case study on “Groundwater Management” as a part of evaluation of the World Bank’s support for sustainable and inclusive Natural Resource management (2009-2019) in January 2020. During the visit, the team has discussed about the World Bank assisted projects implemented by Ground Water Department of Andhra Pradesh and Telangana States viz Community Based Tank Management Project (APCBTMP), Water Sector Improvement Project (WSIP) and National Hydrology Project (NHP). Further the IEG Team has also visited Medak, Mahbubnagar and Nalgonda districts and interacted with farmers on impact of World Bank’s technical assisted programmes creating awareness on groundwater depletion and management, enhancing the sustainability of groundwater resources etc.

CWPRS Pune as a part of the bathymetry survey work of three reservoirs, namely Singda, Khoupum and Khuga dams located in Manipur state completed data collection survey of Singda dam, Khoupum dam. The bathymetry data collection of Khuga dam is in progress. After completion of survey, the data analysis work will be done for the assessment of present storage capacity of each dam along with the amount of silt deposited in the dam and a detailed report will be prepared.

Central Water Commission organized the meeting with CIFRI (Central Inland Fisheries Research Institute) for finalization of ToR of Aquatic Habitat Atlas in Major Rivers of India, on 14th January 2020.

Telangana Surface water has organized a lecture on “Role of Isotopes Techniques in Water Resources Development and Management” on 22nd January 2020 at, Hyderabad under NHP. Sri S.K. Joshi, Advisor to Telangana, Irrigation & CAD Department graced the session as Chief Guest. Dr. Uday Kumar Sinha, who is currently the Head, Isotope Hydrology Section in Bhabha Atomic Research Centre, Mumbai delivered the lecture on the Role of Isotopes Techniques in Water Resources Development and Management. Many Senior Officials from the Irrigation Department and Ground Water Department participated in the program.

A meeting was held between the officials of NPMU, TAMC and World Bank on the 2nd Jan, 2020 to discuss various issues pertaining to Procurement and ESHS Guideline adherence under the National Hydrology Project. The Meeting was attended by Mr. Rakesh Kashyap , Mr. Neeraj Manglik, Mr. Deepak Kumar , Dr. K J Anandha Kumar and Dr. Raja Ram Purohit on behalf of the NPMU and by Mr Sravan Kumar (Deputy Team Leader) and Mr. Amit Sethi (Procurement Expert) on behalf of the TAMC. Mrs Anju Gaur, TTL, Mr. Sreeniwas, Procurement Officer and Mrs. Charu Jain, Environment Specialist participated on behalf of the World Bank.

A training was organized by Maharashtra (SW) on “e-SWIS/WIMS- Water Information Management System” during 6-10 January 2020 under National Hydrological Project at Nashik. The hands-on training covered the Modules on WIMS (Surface Water) Station Management.

The training on Advance Hydrology was conducted by Water Resources Department, Rajasthan along with NIH Roorkee and Bhopal during 6-10 Jan at Jaipur under the aegis of National Hydrology Project. The training was imparted by Scientists from National Institute of Hydrology - Dr. A K Lohani, Shri. Ravi Galkate, Dr. R.K. Jaiswal and Shri. Sukant Jain. This team of experts delivered the lectures on Advance Hydrology like processing of Hydro-meteorological data, rating curve analysis, synthetic unit hydrograph, Hydrological Modelling, climate change trends, application of Mike Basin, application of Remote Sensing & GIS in water resources, etc. The main focus was on hands on training of officers from Rajasthan WRD.

6th State Project Monitoring Unit (SPMU) Meeting chaired by the Principal Secretary, Irrigation & Water Resources Department (IWRD), U.P. was held at Lucknow on 21st January, in which the major activities and the progress of the Organization under Irrigation and Water Resources Department Uttar Pradesh were discussed. Some of the Technical Bids were discussed in detail.

Additional Chief Secretary (ACS), Department of Agriculture and Farmers’ Welfare convened a joint meeting of National Hydrology Project, Atal Jal and Officers of Ground Water Cell, Haryana on 17th Jan. 2020 at Chandigarh to have an insight into the Projects and to discuss the implementation mechanism. Mr. Rakesh Kashyap, SJC NPMU apprised the ACS about NHP and requested for time bound implementation of the scheme. On the same day, SJC met with the new team of SPMU of Irrigation and Water Resources Department, Haryana and discussed the further course of action for timely completion of various activities under NHP.

Rajasthan

In a recent ranking by World Bank, Rajasthan ranked 3rd among the 35 agencies implementing National Hydrology Project. In previous ranking Rajasthan was at 5th place. On 23rd January, 2020 the work and activities of Rajasthan under National Hydrology Project have been reviewed by Hon’ble Sh. Gajendra Singh Shekhawat, Minister of Jal Shakti Govt. of India along with Secretary, Ministry of Jal Shakti at Jaipur, Sh. N. K Manglik, SJC NHP participated in the meeting from NPMU.

DVC

The installation work of RTDAS under NHP is in full-swing. The civil works for installation of Automatic Weather Station (AWS) and Automatic Water Level Recorder (AWLR) for Maithon Dam has been completed. The sedimentation survey work of Maithon dam and Tilaiya dam have also been completed.

Telangana

Field Visit to PDS area (Lingala Ghanpur Basin) Jangaon district

As a part of Purpose Driven Study (PDS) “Study on surface – ground water interaction to develop a comprehensive hydrogeological frame work to manage groundwater resource in an over exploited groundwater assessment unit”, Director & Nodal officer and NHP team, GWD with IIT Hyderabad Professors visited PDS study area Lingala Ghanpur Basin, Janagaon District on 24th January 2020 to conduct Reconnaissance survey and inspection of the study area.

Tamil Nadu

Team of Engineers from Tamil Nadu conducted factory inspection and testing at M/s. Encardio Rite Electronics Private Limited, Lucknow as part of the contract.

The Seventh R&D Session on PDS was held on 28-29 January, 2020 to consider the proposals of Purpose Driven Studies (PDS) of various implementing agencies and annual review of approved PDS by the Sub-Committee on PDS. The Session is scheduled to be held in the Committee Room, 3rd Floor, Central Water Commission, Sewa Bhawan, R. K. Puram, New Delhi under the Chairmanship of Director, NIH. 3 nos new proposals 1 nos revised proposals, 2 nos PDS with slow progress, annual progress status of 19 nos ongoing PDS and status of 4 nos special study were presented in the above PDS session.
